ARCHIVED: In Outlook Web Access, why am I prompted twice when I try to open an attachment directly?

Due to a vulnerability found in the interaction between Outlook Web Access (OWA) and Internet Explorer, on June 12, 2001, UITS implemented a Microsoft-issued hotfix. The hotfix changes the way OWA handles attachments when they are opened directly. Depending on the attachment type, you will be prompted twice when opening an attachment. Choose to open or run the attachment at each prompt.
