In Windows 98, 98SE, and Me, why am I getting Error 691 when connecting to the IU network via VPN or the modem pool?

Note: UITS recommends that you use a current version of Windows on computers connected to the Indiana University network; see Recommended Windows operating systems at IU.

IU Secure is the wireless network for students, faculty, and staff to access on all campuses. IU Secure uses WPA2 Enterprise (Wi-Fi Protected Access) for authentication; no VPN is needed.

Note: When connecting from off campus, SSL VPN is the replacement for IU's IPsec- and PPTP-based VPN services, and UITS recommends using it now if your campus supports it. PPTP is retired at IU Bloomington and IUPUI, and IPsec VPN service at those campuses will be retired by fall 2010.

When you attempt to connect to the Indiana University network either via a VPN connection or through the modem pool using Windows 98, 98SE, or Me, you might get the following error:

"Error 691: The computer you are dialing in to cannot establish a Dial-Up Networking connection. Check your password, and then try again."

If you are certain your password is correct and your Caps Lock key is not on, you will need to replace the setupx.dll file, uninstall and then reinstall Dial-up Networking, and uninstall and then reinstall TCP/IP for Dial-up Networking.
