In campus housing and Greek housing at IUB and IUPUI, why can't I connect to IRC?

To preserve the security of the Indiana University network, you must first establish a VPN connection in order to connect to IRC in the residence halls and on-campus apartments and Greek housing. Note that you cannot connect to the SSL VPN service from on campus.
