On your IMAP account at Indiana University, it isn't possible to create folders on the same level as your Inbox due to the way the your storage space is managed on the IMAP servers.

Everyone at IU has a directory to which the server software assigns storage space and identifies as the individual's Inbox. You can create any number of subfolders within this directory, even subfolders within subfolders, and all of these are covered by the storage space. However, only system administrators can create top-level folders (those on the same level as the Inbox), which are not included.

If you attempt to create a folder on the same level as your Inbox in an IMAP client (for example, Windows Live Mail), you will receive a "permission denied" error.
