Goals: To notify existing SUVON users of the network's retirement, and to reduce the overall impact of this change on departmental budgets

Description: Indiana Higher Education Telecommunications Systems (IHETS) is retiring its State University Voice Operated Network (SUVON) service. To ensure calls are routed appropriately, UITS is discontinuing SUVON access as of May 29.

SUVON is a private state voice network that provides long distance calling to faculty and staff at more than 75 universities, colleges, and K-12 institutions throughout Indiana at no charge to the caller. All fees associated with Indiana University's use of the SUVON network are currently funded by UITS.

Traditionally, to access SUVON on the IUB or IUPUI campus users would dial 16 plus the area code and seven-digit telephone number. On the Bloomington campus, direct dialed calls may also be routed over SUVON.

Retirement outcome: The IHETS decision to terminate this service will result in a shift in how calls are routed and billed within IU's telephone system. Starting May 29, 2008, "16" access code dialing will be discontinued. All calls that previously used SUVON will be routed via IU's long distance provider, meaning that long distance charges will apply.

As of May 29, users will need to dial 9+1+[area code]+[number] and enter an authorization code to place long distance calls. To reduce the impact of charges for formerly free SUVON calls, UITS is providing faculty and staff customers with:

  • Free calls from the IUB and IUPUI campuses to other IU campuses
  • Reduced domestic long distance rates of $0.07 per minute
  • Modified billing increments, so the first 60 seconds of the call bill at $0.07 and then in 15-second increments thereafter

Milestones and status:

  • February 1, 2008: Notified Regional Campus Telecommunications staff and CIOs
  • February 1, 2008: Briefed IT Operations Committee
  • April 8, 2008: Completed calls to departments with budgetary impact of $500.00 and over
  • April 9, 2008: Updated and supplemented SUVON documentation in the KB
  • April 9, 2008: Published articles in the Monitor and Newsbit and on the UITS News website
  • April 10, 2008: Emailed communications to telecommunications coordinators
  • April 11, 2008: Alerted LSPs
  • April 11, 2008: Informed IUPUI faculty and staff via the IUPUI Communications Office
  • April 11, 2008: Distributed communications for sharing with IUPUI Staff Council
  • April 11, 2008: Advised the Council of CIOs
  • April 14, 2008: Shared message with the IUPUI FCTC
  • April 15, 2008: Arranged for communication to Fiscal Officers
  • April 16, 2008: Presented at Change Management
  • April 24, 2008: Shared with Campus Administration Training Services at IUB
  • May 29, 2008: Retirement completed
