About citizenship verification

Legislation passed by the Indiana General Assembly in the 2011 session (House Enrolled Act 1402 and Senate Enrolled Act 590) states that a student who is not lawfully present in the United States is ineligible for in-state tuition and fee rates. Additionally, a student who is not a US citizen or qualified alien (defined under 8 U.S.C. 1641) is not eligible for scholarships, grants, fellowships, or any aid paid for with institutional funds.

In order to comply with House Enrolled Act 1402 and Senate Enrolled Act 590, Indiana University will require all admitted and enrolled students to verify their status. As a student, you will self-identify through One.IU whether you are (1) a US citizen or qualified resident, (2) a student with a valid immigration status, or (3) a non-US citizen without a valid immigration status.

Failure to comply, or self-identification as a "non-US citizen without a valid immigration status", will result in non-resident tuition fees and the loss of institutionally funded financial aid awards (including assistantships) retroactive to fall 2011, when the Act was passed. Future services will also be prevented, so students must act as soon as possible to comply with this new law.

You are required to submit an electronic verification of lawful status in the United States through One.IU. If you have questions, contact the Office of the Registrar at the Indiana University campus you will be attending.

Note:
Indiana Senate Bill 207, signed into law May 7, 2013 and effective as of July 1, 2013, states that the provisions in HB1402 and SB590 prohibiting resident tuition for students not in the country lawfully do not apply to individuals who were enrolled in a state educational institution on or before July 1, 2011. The new law is not retroactive; it only applies to charges incurred on or after July 1, 2013. The provisions for institutional aid are unchanged: non-US citizen students in the US without a lawful visa or immigration status cannot be granted institutional financial assistance.

If you are an international student with concerns about your visa or immigration status, contact the Office of International Services at the campus you are attending.

The verification process

If you are an admitted or enrolled student of at least 18 years of age, you will receive email directing you to verify your citizenship information. As a student, you must verify your status in the United States before being allowed to access any IU service.

  1. Go to Citizenship Verification and select Start.
  2. If you receive the "Citizenship Verification" interrupt message, continue to the next step. If not, click the Citizenship verification icon.
  3. On the verification page that appears, select Click here to complete the Citizenship Verification.

    If you try to bypass this page, or check I verify that I have completed the citizenship verification without completing the verification, you will receive a message requiring you to first complete the verification.

  4. A new window will open, and you will be asked to verify your status in the United States in compliance with Indiana state law. The question is, "Are you a U.S. Citizen, Permanent Resident, Qualified Alien (which includes Asylee and Refugee) or Human Trafficking Victim as certified by the U.S. Department of Health and Human Services?" Click Yes or No, and then click Continue.

    If you click Yes, go to step 9 in this document.

    If you click No, you will be presented with another "Citizenship Verification" page with the following options:

    • For students currently residing in the United States:
      1. I am not a U.S. Citizen, Permanent Resident, Qualified Alien (which includes Asylee and Refugee) or Human Trafficking Victim as certified by the U.S. Department of Health and Human Services, but I am lawfully present in the U.S. with a valid U.S. visa/immigration status. Note: If you are lawfully present pursuant only to Deferred Action, your status is still not considered lawful by the Department of Homeland Security. See the next option, below.
      2. I am not a U.S. Citizen, Permanent Resident, Qualified Alien (which includes Asylee and Refugee) or Human Trafficking Victim as certified by the U.S. Department of Health and Human Services, and am unable to verify lawful status in the the U.S. Note: If you are lawfully present pursuant only to Deferred Action, your status is still not considered lawful by the Department of Homeland Security.
    • For students who are currently outside of the United States:
      1. I am not a U.S. Citizen, Permanent Resident, Qualified Alien (which includes Asylee and Refugee) or Human Trafficking Victim as certified by the U.S. Department of Health and Human Services, and am currently outside the U.S. I will travel to the U.S. with a valid U.S. visa or other valid U.S. immigration documents.
      2. I am not a U.S. Citizen, Permanent Resident, Qualified Alien (which includes Asylee and Refugee) or Human Trafficking Victim as certified by the U.S. Department of Health and Human Services, and am currently residing outside the U.S. I will complete my program while residing outside the U.S.
  5. Select one of the four choices and click Continue.
  6. You will be presented with another "Citizenship Verification" page. If you agree, check Checking the box and clicking Continue constitutes my electronic signature, and then click Continue.
  7. A page will appear with the message "Your verification is complete." You can close this pop-up window.
  8. Close the window.
  9. Check I verify that I have completed the citizenship verification on the "Citizenship Verification" interrupt page, and then click verify to continue.
