At IU, when launching ArcGIS Desktop, why am I getting the error message "User/host not on Include list for feature"?

At Indiana University, you may receive this error message if you attempt to open an ArcGIS Desktop application but do not have privileges to check out license features from the UITS-managed Esri license service. To correct this, contact GIS, and include in the message your computer's hostname, your IU department or organization, and the name of the person responsible for your organization's ArcGIS license. A department's GIS software coordinator must approve any hostname additions to the UITS-managed Esri license servers.
